SEC Commissioner Hester Peirce, on a Bank of International Settlements panel discussion that included Joseph Lubin of Ethereum (upper left), says the SEC “was slow to give guidance” in the 2017 ICO craze, and “frankly, we still haven’t given guidance”, and “people did things that potentially implicated the securities laws and perhaps didn’t realize that that was what was going on.”
